IV - FLAGS OF THE CLUB
I. DEFINITIONS
Terminology
1. For the purpose of these Rules:
a. The terms 'officer' and 'soldier' shall be interpreted as being equally applicable to either sex.
b. The term 'retired' shall refer to an individual who is no longer serving in the Regular Army but who has served in the Royal Artillery as an officer on either a Regular or Short Service Commission or as a soldier.
c. A serving member of the RA is deemed as anyone in Regular or Territorial service who wears or has worn a Gunner badge or RHA cypher. A past member of the RA is deemed as one no longer in Regular or Territorial service but who has in the past worn a Gunner cap-badge or RHA cypher as part of Regular, Territorial or National Service.
II. CONSTITUTION OF THE CLUB
Name and Object
2. The Club shall be called the 'Royal Artillery Yacht Club’. Its object is to encourage sailing and seamanship among its members and to promote sailing in the Royal Artillery. The Club is a non-profit making organisation. All profits and surpluses will be used to maintain or improve the Club's facilities. No profit or surplus will be distributed.
Composition
3. The Club shall consist of the Officers and the Full Members, Honorary Life Members, Life Members, Associate Members, Temporary Members, Associate Temporary Members, Group Members and RAYC (Thorney Island) Members.
Officers
4. The Officers of the Club shall consist of the Flag Officers, Honorary Secretary, Honorary Treasurer and such officers as may be appointed by the Committee.
Flag Officers
5. The Flag Officers of the Club shall be an Admiral, a Commodore, a Vice Commodore, and up to four Rear Commodores, who with one exception will normally be elected from those members resident in the United Kingdom. One Flag Officer may be elected from among those members stationed abroad; he shall resign his office if he returns to the United Kingdom. Any other Flag Officer who expects to reside abroad shall resign from his office on leaving the United Kingdom. The Committee may invite such Flag Officers to complete their full terms of office.
6. With the exception of the Admiral, no Flag Officer shall normally hold the same rank for more than three years consecutively. The Admiral may remain in office for six years, but this term may be extended by one year if necessary to avoid the Admiral and Commodore being replaced in the same year.
7. Vacancies in the Flag Ranks shall be filled by election at the Annual General Meeting (AGM). Vacancies shall be published in the Club Notices and any two members under Rules 37, 39 and 40 may propose and second any other full or life member for Flag Rank by writing to the Honorary Secretary 28 days before the relevant AGM.
8. The Committee is empowered to elect a member to fill an unforeseen vacancy in the Flag Ranks. A Flag Officer so elected shall hold office until the next AGM.
Committee
9. The affairs of the Club shall be managed by a Committee of Full Members which shall consist of:
· The Flag Officers
· The Honorary Treasurer and Honorary Secretary Other Honorary Officers as approved by the Committee
· Seven serving members of whom at least 2 shall be soldiers*
· Three retired members*
· One representative from each Group of the Club
· Co-opted members as necessary.
* Elected for a period of three years
10. Vacancies among the elected members of the Committee shall be filled by election at the AGM. Nominations, which may be submitted by any member under rules 37, 39 and 40, shall reach the Honorary Secretary 28 days before the relevant AGM.
11. The Committee shall meet at least four times a year. Eight members shall form a quorum.
12. The senior Flag Officer present, other than the Admiral, shall take the chair at meetings of the Committee, but if there is no Flag Officer present, the members shall elect a Chairman.
Powers of the Committee
13. The Committee shall have power to alter or add to the existing rules, except Rule 47, and such alteration or addition shall operate at once subject to ratification at the next General Meeting.
14. The Committee shall have power to make bye-laws as necessary for the regulation of the Club's activities and to appoint auditors for the Club account.
Subordinate Committee
15. The Committee may delegate details or any portion of management to subordinate committees, the composition and duties of which shall be determined by the Committee. Such delegation may be withdrawn at any time. The composition and bye-laws for each permanently established subordinate committee are at Section V.
16. Each subordinate committee may co-opt members who, in special cases, need not be members of the Club.
Officers of the Club
17. The Committee shall appoint an Honorary Secretary, an Honorary Treasurer, and such other officers as may be necessary for the administration of the Club.
18. The Honorary Treasurer shall account for all monies accruing to and expended by the central funds of the Club. He shall close the central fund account annually on 31st October and, after audit, shall present it to the Committee.
19. The duties of the other officers shall be as laid down by the Committee from time to time.
Annual General Meeting
20. The AGM shall be held once a year normally in February. Twenty members shall form a quorum and votes by proxy shall not be accepted.
21. The date of the AGM, Agenda and requests for resolutions and nominations shall be published in "Gunner" at least 28 days before the date of the AGM. The accounts of the preceding year, duly audited, shall be presented for approval. Resolutions from members duly proposed and seconded shall be sent to the Secretary at least 28 days before the AGM.
Special General Meeting
22. A special General Meeting may be called by the Committee, or at the written request of at least ten members not of the Committee. In each case 28 days notice shall be given to members specifying, as proposed resolutions, the subjects to be discussed.
23. At such a meeting fifty members shall form a quorum and votes by proxy shall not be accepted. The discussion and voting shall be strictly confined to such resolutions as have been specified and amendments thereto and no resolutions shall be passed unless there be a two thirds majority.
Postal Vote
24. The Committee shall have power to call, at any time, for a postal vote from all members. Decisions shall be taken on the basis of a simple majority of those who voted. The result of such a referendum shall have the force of a properly convened Special General Meeting.
Casting vote
25. At all General Meetings, Committee and Subordinate Committee meetings, in the case of equality of votes, the Chairman shall have a second or casting vote.
Notice
26. The normal medium for the publication to members of notices and other information shall be "Gunner".
27. Whenever by these rules or otherwise a notice is directed to be published it shall be deemed to have been given when it has appeared in "Gunner" at least the month before the meeting concerned, or in a circular letter despatched to members at least 28 days before the meeting.
28. Agenda for Committee Meetings will not normally be sent to overseas Groups, with the exception of RAYC (Germany).
Minutes & Records
29. The Honorary Secretary, or in his absence a member of the Committee, shall make, distribute and preserve minutes of all proceedings of the Club at General and Committee Meetings. The Honorary Secretary shall also preserve all the records of the Club.
Honorary Rear Commodores
30. The Committee may elect up to five Honorary Rear Commodores from those members who, in the past, have given distinguished service to the Club. An Honorary Rear Commodore may be appointed for a period of four years and on completion of his term of office is eligible for re-election. An Honorary Rear Commodore is not, as of right, a member of any Club Committee.
Trustees
31. The Committee shall appoint not more than four, nor less than two, Trustees from the members of the Club and each Trustee shall hold office until:
a. He has served for a period of 10 years; or
b. He shall resign by notice in writing to the Honorary Secretary; or
c. He shall cease to be a member of the Club; or
d. He shall be removed from office by a resolution passed by two- thirds majority of the members present and voting at a General Meeting.
32. Under the direction of the Committee all property of the Club shall be vested in the Trustees and all securities and investments shall be made in their names. The whole of the property mentioned in this rule shall be subject to the disposition of the Committee and their order in writing, signed by the Chairman and two other members and counter-signed by the Honorary Secretary, shall be obligatory upon and full authority for the Trustees.
Registration of Yachts
33. For the purposes of Registration of the Yachts owned by the Club and for bills of sale in connection with them, the ownership of the sixty four shares shall be vested in the Trustees.
34. The agreement between the Yachts Registration Subordinate Committee and the nominated Trustees shall be in the form of legal deeds one copy of which shall be retained by the Trustees the original being kept by the Honorary Treasurer. Each Trustee shall in this deed be indemnified (on behalf of the members) against any liability or pecuniary penalty he may incur through acting as Trustee.
35. The nominated Trustees shall have no power to dispose of any of the Club Yachts without written consent of the Committee.
36. The Trustees shall appoint the Honorary Treasurer as manager of the yachts for the purposes of the Merchant Shipping Act (1894) and all relevant Statutory Instruments. Each succeeding Honorary Treasurer on appointment shall inform the Registrars of Shipping concerned of the consequent change in manager ship and shall prepare such documents as the Registrars may require for the signature of the Trustees.
III. MEMBERSHIP
Full Membership
37. All applications for Full Membership shall be approved by the Membership Subordinate Committee. The following are eligible to apply for Full Membership of the Club:
a. All serving members of the Royal Artillery (Regular and Territorial), excluding those on Short Service Limited Commissions.
b. On being proposed and seconded by Full or Life Members: all past members of the Royal Artillery (Regular, Territorial and National Service), and those who hold or have only held Short Service Limited Commissions.
Honorary Membership
38. The Committee is empowered to elect ladies and gentlemen as Honorary Members of the Club. Honorary membership is conferred as a distinction and carries with it all the rights and privileges of members except that of speaking or voting at meetings or having any share in the management of the Club. Honorary Members shall not be called upon to pay subscriptions. Additional Honorary Members may be elected whilst they are part owners of a member's yacht provided they are not eligible for membership under any other category.
Honorary Life Membership
39. When the Committee wish to confer honorary membership on those who are members under Rule 37, such members shall be elected Honorary Life Members and shall retain their full right of speaking, voting and sharing in the management of the Club. Honorary Life Members shall not be called upon to pay subscriptions.
Life Membership
40. A Full Member on joining the Club or at any time thereafter may become a Life Member on payment of a single subscription as laid down in Rule 47. A Life Member shall not, however, be exempt from the provisions of rules 52, 53 nor, should the necessity of enforcing these rules arise, shall he be entitled to the return of any part of his subscription. The number of Life Members, other than Honorary, is limited to 100.
Associate Membership
41. The following are eligible for Associate Membership of the Club:
a. Officers who hold or have held Short Service Limited Commissions in the Royal Artillery.
b. Serving or past members of the Armed Forces.
c. Civilians employed by the MOD.
d. Spouses, Partners and children of Full and Life Members.
e. Personal friends of Full and Life Members, with an RA connection to the satisfaction of the Membership Committee.
Associate Members shall be proposed and seconded by Full or Life Members both of whom are to know the candidate personally. Associate Members shall have all the rights and privileges of members, except that of speaking or voting at meetings or having any share in the management of the Club.
42. Associate Members may be elected by the Committee to Full Membership subject to the limitation that at any one time there shall be no more than 100 such members.
Temporary Membership
43. The following are eligible for Temporary Membership of the Club:
a. Any person eligible for membership under Rules 37 or 41, but who chooses not to commit to Full or Associate Membership.
b. Any person who is not eligible for membership under Rules 37 or 41, but who sails in a Club yacht with a Full or Associate Member as sponsor, shall be required to become a Temporary Member.
Temporary Members shall have no rights within the Club save the privilege of the use of Club yachts whilst accompanied by their sponsoring Full or Associate Member. They are to pay the Temporary Subscription rate which is valid for 6 months from the date of payment and which rate is published in the RAYC Rule Book.
44. Spare
Group Membership
45. Group Membership is covered by the Bye-Laws for RAYC Groups in Section VI.
RAYC (TI) Membership
46. RAYC (Thorney Island) Membership is covered by the Bye-Laws in Section VIII
Subscriptions
47. All Full and Associate Members shall pay an annual subscription to the RAYC. Life Members make a one time payment to the RAYC. The rates are periodically reviewed at the AGM and are published in the Club Year Book.
48. All subscriptions shall be paid by Bankers Orders and are due on 1st May annually. Those joining after 31st October are not liable for any subscriptions until the following 1st May.
Defaulters
49. A member whose subscription has not been received by 1st July will be sent a reminder and his name may, at the discretion of the Committee, be removed from the list of members unless payment is made before 1st November.
50. A person whose membership has thus lapsed will not be eligible to rejoin the Club until he has furnished an explanation satisfactory to the Committee who may require payment of all or part of the arrears before allowing re-entry.
Resignations
51. Any member may resign from the Club by notifying the Honorary Membership Secretary.
52. Any member shall resign from the Club on being requested to do so by the Committee, subject to the right of appeal at the next General Meeting.
Customs
53. A conviction in a Court of Law for any infringement of Customs regulations for smuggling in a yacht shall result in the member being expelled from the Club, subject to the right of appeal to the Committee.
IV. FLAGS OF THE CLUB
Flags of the Club
54. Ensign:
The Blue Ensign of Her Majesty's Fleet defaced with a field gun or (golden) muzzle towards the hoist, surmounted by a crown.
The Warrant granting this Ensign to the Club is dated 22nd March 1936. The Ensign may be worn only by yachts holding the appropriate Ministry of Defence Warrant or Permit.
When worn on a private yacht the holder of the Warrant or Permit must be in charge of the yacht.
55. Burgee:
Azure with field gun or muzzle towards the hoist, surmounted by a crown.
56. Racing Flag:
The "distinguishing flag" for yachts owned by the Club when racing is a blue rectangular flag with a red zigzag from hoist to fly.
This flag shall not be used by a privately owned yacht unless she is entered by, and is representing the Club. The authorised design is at the Appendix to these Rules.
57. Flag Officers, including Honorary Rear Commodores, may fly the Club flags appropriate to their ranks.
58. Admiral's Flag. A square flag of the same colour and defacement as the burgee. This flag may be flown by both the serving and past Admirals.
59. Commodore's Broad Pennant. A swallow tailed flag of the same colour and defacement as the burgee.
60. Vice Commodore's Broad Pennant. As for the Commodore within the addition of one ball, of the same colour as the defacement, in the upper canton.
61. Rear Commodore's Broad Pennant. As for the Vice Commodore but with two balls horizontally in the upper canton.
BYE-LAWS OF THE ROYAL ARTILLERY YACHT CLUB
V. BYE-LAWS FOR SUBORDINATE COMMITTEES
Executive Committee
1. Composition:
· Flag Officers of the Club.
· Honorary Treasurer.
· Honorary Secretary.
· Co-opted members as required.
Chairman:
Senior Flag Officer present, other than the Admiral.
Duties:
To relieve the Officers of responsibility for decisions on points of urgency which, though important, are not of sufficient substance to justify the convening of a Committee Meeting.
To act as the Selection Committee for the skipper of any yachts, entered by and representing the Club, in the Fastnet or other major races or exercises.
Offshore Subcommittee
2. Composition:
· A Flag Officer.
· Honorary Offshore Captain of Boats.
· Honorary Offshore Booking Secretary.
Duties:
To act as the Club Authority for administering any Club offshore yacht not managed by a group.
To co-ordinate and organise all activities of the Club in connection with offshore yachts.
Dayboat Sub-Committee
3. Composition:
· A Flag Officer.
· Honorary Dayboat Secretary.
· Honorary Dayboat Racing Secretary.
Duties:
To co-ordinate and organise all activities of the Club in connection with dayboats.
To act as the Selection Committee for crews representing the Club in such dayboat events as the ASA Regatta, ASYC Gold Cup and Clutterbuck Trophy.
Windsurfing Sub-committee
4. Composition:
· A Flag Officer.
· Honorary Windsurfing Secretary.
Duties:
To co-ordinate and organise all activities of the Club in connection with windsurfing.
To act as the Selection Committee for crews representing the Club in such wind-surfing events as the ASA Regatta
Yachts Registration Sub-Committee5. Composition:
· Commodore.
· Two other Flag Officers.
· Honorary Treasurer.
Duties:
To manage and register the Club yachts under the provisions of the Merchant Shipping Act 1894 and any amendments of subsequent acts or instruments relating to the registration of shipping in the name of the Trustees.
To appoint such Trustees.
Membership Sub Committee7. Composition:
· Honorary Membership Secretary.
· Honorary Treasurer.
Duties:
To consider and ratify applications for membership.
VI. BYE-LAWS FOR RAYC GROUPS
General
1. A group is defined as a number of full members, associate or group members of the Club who pay towards the maintenance of that Group.
Group Membership
2. Group Committees may admit as Group Members anyone eligible for full, associate or temporary membership of the Club. Group Members shall pay subscriptions as approved by the Group Committees to Group funds. Group Members may use yachts administered by their Group, in accordance with local Group rules, but not as a right any yacht kept for the use of the Club as a whole. They are not entitled to have any share in the management of the Club nor to use the Club ensign or burgee on their private yachts
Group Committee
3. The Group shall appoint a Group Committee of at least three members who shall be voting members of the Club and from whom a Chairman and a Group Honorary Secretary shall be elected.
4. This Committee shall be responsible for making and enforcing such rules as are necessary for the conduct of the Group and for the maintenance of all yachts belonging to the Club, which have been allotted to the Group.
Provision of Club Yachts
5. When the Club Committee is satisfied that it is in the interests of the Club to do so, offshore yachts, dayboats or windsurfers, known subsequently as boats, will be allotted to a Group. Such boats are the property of the Club and are subject to the authority of the Club Committee. Subject to the following conditions, the management of any boat belonging to the Club is wholly in the hands of the Group to which she has been allotted.
Maintenance
6. The Club shall be responsible for the provision of suitable boats complete with full suits of sails and with engines, trolleys and covers where applicable.
7. The Group shall so fix subscriptions and charges that the boats are kept by them in a thoroughly sound, seaworthy and creditable condition.
8. The Group income must cover fitting out, laying up, renewal of sails and gear, repairs to engines, spars, rigging and all working gear and routine maintenance. The Club Committee will consider the allocation of grants for major repairs and improvements. Except in emergencies, applications for such grants should reach the Honorary Treasurer RAYC by 1st November annually.
9. The Group must establish a "Sails Depreciation Fund" and as a guide, new sails shall be provided by the Group every four years. The Club Committee will only in exceptional circumstances make grants to meet maintenance expenses.
Safety
10. The Group shall ensure that Club boats are taken out only by members with appropriate RAYC or equivalent qualifications.
Insurance
11. The Group is responsible for ensuring that any boat allotted is adequately insured to suit the uses to which she is put, eg cruising, racing, in or out of commission, etc. Where applicable, The Honorary Treasurer RAYC, who consolidates the dayboat insurance arrangements for groups in the UK, should be consulted. Any changes, requests for additional cover, etc shall be sent to the Honorary Treasurer RAYC who will make the necessary arrangements with the Insurance Company. The Group is also responsible for ensuring that any vehicle used for towing a Club yacht is suitably insured.
12. No Club boat may race unless she and her mast and spars are specifically insured for racing.
13. The Honorary Treasurer RAYC will pay all premiums and will renew policies annually. The Group shall forward immediately any claims to the Honorary Treasurer RAYC who will process them with the Insurance Company.
14. The Group shall forward any subsequent correspondence to the Honorary Treasurer RAYC.
Damage and Financial loss
15. In the event of damage or financial loss to the Club caused by gross carelessness, negligence or through failure to obey the Rules or Bye-Laws of the Club, the Committee may require the member responsible to make good all or part of such damage or loss at his own expense subject to his right of appeal at the next general meeting.
Administration
16. The Group shall ensure that all members of the Group who are eligible to join the RAYC as Full or Associate Members are encouraged to join the Club before they make regular or frequent use of the Club amenities.
17. The Group shall furnish to the Honorary Secretary RAYC such information as may from time to time be required by the Committee and in particular, at the start of each season, a list of names of members of the Group and by 1st December annually a brief report on the state of the boats and the sailing generally.
Finance
18. The Group is responsible for its own funds and it shall send to the Honorary Treasurer RAYC by 1st February annually, a statement of the audited Group Funds. Group Funds shall not be incorporated in the Central Fund of the Club.
19. Groups may not seek financial grants from service or outside sources, nor seek sponsorship without the approval of the Club Committee.
20. The value of Club boats and property shall not be included in the Group Funds and all transactions for the sale and purchase of Club boats and property shall be conducted through the Central Fund and not through Group Funds.
Disposal of boats
21. No Club boat or property may be disposed of without the authority of the Club Committee or, in special circumstances, the Executive Committee.
22. A boat shall not normally be transferred or surrendered by the Group within twelve months of the date of allotment. A boat shall be handed over to another Group or back to the Club complete with her inventory and gear in as good condition as when taken over allowing for fair wear and tear. The handing over Group will be required to pay for depreciation of sails at a rate depending on the cost of a new suit of sails and the proportion of the four year period past since the sails were new.
RAYC (Germany)
23. Although members of the Club stationed in Germany do not pay a group subscription, the provisions of these bye-laws apply to RAYC (Germany).
VII. BYE-LAWS FOR A CLUB OFFSHORE YACHT NOT ALLOTTED TO A GROUP
Management
1. Club offshore yachts shall be managed by the Offshore Subordinate Committee.
2. An Honorary Offshore Captain of Boats will be appointed together with an Honorary Offshore Booking Secretary.
Honorary Offshore Captain of Boats
3. The Honorary Offshore Captain of Boats shall be responsible for putting into effect the instructions of the Offshore Subordinate Committee. He is authorised to conduct all ordinary business but may not incur expenditure of more than the limits laid down by the Committee and published in the Year Book. He shall obtain appropriate handicap rating certificates.
Honorary Offshore Booking Secretary
4. The Honorary Offshore Booking Secretary shall be responsible for giving the widest publicity to the sailing programme set out by the Committee. He shall ensure that the yachts sail to the maximum capacity within this sailing programme and the dictates of Club rules. He is to maintain the closest liaison with the Honorary Offshore Captain of Boats, keep him informed on all booking details and be prepared to amend charters when maintenance factors so demand. He shall, in consultation with the Honorary Treasurer, ensure that yachts are adequately insured for the uses to which they are put.
Minimum Qualifications
5. The minimum qualifications required of crews are as laid down in the Club Year Book. These qualifications are mandatory. The conditions governing the use of Club yachts and the crew qualifications required on adventurous training are laid down in DCIs/AGAIs. Skippers are responsible for ensuring that their crews are sufficient in numbers and experience to meet any conditions likely to be met during their race or cruise. Only suitably qualified members under Membership Rules 37- 41 may skipper RAYC owned yachts. All crew members are to be members of the Club under Membership Rules 37 to 43.
Sailing Programme
6. The programme for the season will be published by the Honorary Offshore Booking Secretary at the AGM, and from time to time throughout the season he shall give wide publicity to vacancies in the sailing programme.
Bookings
7. Members who wish to sail in one of the offshore yachts may contact the Honorary Offshore Booking Secretary whose address is in the Club Year Book. The normal procedure is for a Member to make a booking in his name and to find the skipper and crew. Bookings may be for any number of days, but those of over 14 days will require special approval. The Offshore Booking Secretary negotiates with those Members who apply to sail to try and meet the various requests, favouring the longer bookings when possible.
8. Bids received before the AGM each year are displayed together with the Club's racing and cruising programme at the Meeting. Bookings will be confirmed to members within 28 days of the AGM. Subsequent bids will be accepted where they can be fitted into the programme. The Honorary Offshore Booking Secretary will attempt to put a Member who wishes to sail, but not make a booking, in touch with those who have reserved a yacht to see if he can be given a berth.
9. The Chairman of the Offshore Subordinate Committee will approve all racing skippers in consultation with his Subordinate Committee except for major races and exercises for which the Executive Committee will select the skipper. The Chairman of the Offshore Subordinate Committee will be consulted on the correct course of action when there is a conflict involving bookings or when a Member is to be told his booking is to be cancelled or altered because a yacht is damaged or otherwise not available.
10. Priority for the allocation of yachts is determined by the Committee and governed by the need to maintain a balanced sailing programme for Club members. The Committee will aim to encourage the younger Club members and agree a reasonable allocation of resources to adventurous sail training for RA units.
Charges
11. The Committee will lay down boat charges. In addition entry fees for all races, except those in which the crew represents the Club in Army, Inter Services or RORC races shall be charged to the crew. Harbour dues and mooring fees are payable by the crew, except at the yacht's main base.
Damage and Financial Loss
12. In the event of damage or financial loss to the Club it will be normal for the Committee to require the Skipper or member responsible to contribute wholly or partially towards the cost.
Payment of Running Expenses
13. Gas, fuel and oil and items of essential maintenance will be paid for in cash and may be charged against the Club on the crew sheet. Skippers shall not incur Club expenditure on fancy or non-essential items.

a. Ensuring that he has the number of hands with the requisite qualifications in accordance with the Bye-Laws and Club Year Book.
b. Reading and acting on "Notes for the Skipper" a copy of which is kept on board.
c. Ensuring that the yacht is adequately insured for the dates, sea areas and cruising or racing that is planned.
d. Ensuring that day to day maintenance of gear, sails, batteries, etc is carried out.
e. Maintaining a log.
f. Ensuring that law and etiquette of the wearing of flags is strictly observed. He shall check that the Admiralty Warrant or Permit for the Club Blue Ensign is on board.
g. In the event of damage, having minimum repairs carried out at once to make the yacht seaworthy in all respects. He shall not, however, incur a large expenditure without authority from the relevant Flag Officer. Full details of damage or incidents which may involve insurance or salvage claims shall be reported on the forms provided on board as soon as possible to the Honorary Offshore Booking Secretary or the Honorary Offshore Captain of Boats.
h. Ensuring that all insurance claims are to be processed by the Honorary Treasurer to whom any subsequent correspondence is to be forwarded.
i. Ensuring before handing over, that all gear, sails, etc are correctly stowed, that all maintenance has been completed, that tanks are full and that the ship is thoroughly clean.
j. Ensuring that all boat fees and other charges are paid by his crew before they leave and that the Crew Sheet is correctly completed. This sheet shall show names, dates of joining the leaving of each member of the crew together with all boat fees, temporary membership fees and engine charges, due from them to the Club. The completed Crew Sheet shall be sent as soon as possible to the Honorary Offshore Booking Secretary together with cheques to cover the total amount involved less those items charged to the Club for which receipts are to be produced.
k. Briefing the crew on customs regulations and ensuring these are complied with.
l. Encouraging eligible non-members of the RAYC to join the Club.
VIII. THE RAYC THORNEY ISLAND (RAYC (TI))
1. The Royal Artillery – Thorney Island Water Sports Centre (RA-TIWSC) merged in 2008 with the Army Sailing Association-Thorney Island Sailing Club (ASA-TISC) and the Army Dinghy and Windsurfing Centre, Netley, to form TIWSC. The RAYC run TIWSC on behalf of the ASA and provide the Chairman and other Committee Members. Those Members report through the RAYC Committee to ASA.
2. Local RA unit(s) provide Instructors and other support as negotiated, with benefits for members of the Regiment(s) and their dependants, as laid out in TIWSC rules
3. The RAYC maintains offshore moorings under a lease from the Secretary of State for Defence. Mooring holders have access to tender parking and other facilities as specified in TIWSC rules.
4. Use of TIWSC facilities, including RAYC and ASA dinghies, is made available to RAYC members as specified in TIWSC rules.
IX. BYE-LAWS FOR MEMBERSHIP AT DAYBOAT AND WINDSURFING REGATTAS
1. The Race Committee of the day shall be empowered to accept for regatta membership of the RAYC an RA soldier competitor who is neither a member of the RAYC, nor a Group Member. Regatta membership is limited to membership of the RAYC for the purpose of competing in that specific regatta.
2. The payment for each Regatta Member shall be as laid down in the Club Year Book.
3. If an officer or soldier from another corps is eligible, as a team member, to take part in a RAYC competition, and is not already a Group Member, he shall be treated as a Regatta Member as in Paragraph 1 above.
4. Any RA officer, who is not a RAYC member, shall be required to become a full member of the RAYC.
